Riley County commissioners approve road contracts, P-Card request, gap-waiver resolution and festival signage

Riley County commissioners used their April 9 meeting to approve several routine but budgeted items and event permissions.

Awards and contracts: The commission approved the low bid for the 2026 chip-seal work (Vance Brothers LLC) and awarded the 2026 asphalt overlay contract to Schilling Construction after motions, seconds and voice votes. The amounts and low-bid determinations were read on the record.

County operational approvals: Commissioners approved a Riley County P-Card (purchase card) request for the district court so a second employee can make jury-trial related purchases when the primary staffer is unavailable. The board also approved employee action forms for new volunteer firefighter hires and separations as presented.

Statutory/resolution action: The board moved, seconded and adopted Resolution No. 040926 exempting Riley County from provisions of KSA 75-12A (the county’s 2026 gap-waiver resolution), after brief clarifying discussion on the statutory citation.

Events: The board approved placement of the Little Apple MayFest banners and reached consensus to allow cereal malt beverages and limited liquor service in an enclosed area for the event. Organizers also discussed tent staging and logistics for a multi-day installation window; staff were asked to check calendar conflicts.

Procedural record: Most approvals were by voice vote and recorded as carried; where statutory deadlines or notice requirements apply (for example, the HB 325 fee items discussed elsewhere), staff will follow up to meet those timelines.
