Sen. Gustafson presents bill to centralize certified payroll reporting; members ask about committee stops

Sen. Gustafson told the Rules Committee that Senate File 4745 would create a centralized certified payroll reporting portal and database requirement for state projects covered by prevailing‑wage requirements.

Members asked whether the bill had been reviewed by committees overseeing data practices and labor because the bill consolidates reporting that involves personnel and wage records. Gustafson said the bill only centralizes reporting and does not amend Chapter 13 data‑practices statutes. Sen. Rest noted that the bill status indicated "as introduced" even though sponsors said an amendment had been incorporated; staff (Ms. Stangl) explained the committee report including the amendment had been waylaid in Rules and therefore an engrossment had not yet been recorded.

Sen. Marty moved to suspend the applicable provisions and adopt the prior committee report; the motion was adopted by voice vote. With that action, the bill was advanced procedurally from Rules; no final determination on data‑practice or labor policy changes was made in Rules.
