Staff recommended the Roseville Joint Union High School District board award pre-construction services via a lease–leaseback model to Flint Builders for the Roseville High School facilities project, and the board approved the recommendation unanimously.
"This is a very exciting item," said Joe, the staff presenter, describing the project scope: a new classroom building, a swimming pool, tennis courts, additional parking, removal of portables and additional fencing to fully enclose Roseville High. Joe said the district solicited proposals and received six contractor submissions, then shortlisted and interviewed the top three before recommending Flint Builders as the best value.
Scott Davis, the district's facility director, joined the discussion and staff said the project will move forward with architects from DLR Group and that final costs will be determined once design work and DSA review are complete. When asked, staff said there had been no formal bid protests filed against the recommendation.
A board member asked who served on the selection committee; Joe said the committee included himself, Scott Davis, a site administrator and a DLR Group architect. The board moved, seconded and approved the recommendation by voice vote; staff said the award will return to the board at a later meeting to present final costs and contract details.
No final construction contract or guaranteed maximum price was approved at this meeting; the action advances selection of a pre-construction/general-contractor partner for design-phase services.
