Neil Diamont, a downtown resident, told Carlisle Borough Council on April 9 that repeated early‑morning trash‑truck activity behind his home is disrupting sleep and asked the borough to enforce quiet‑hour rules.
"I have a right to quiet until 7 a.m.," Diamont said, adding he now lives in the house full time and expects to have a child in the home. He described daily noise from reversing beepers and dumpsters slammed against trucks, and said the lot now contains about 10 dumpsters and pickups occur almost every day.
Diamont cited the borough’s peace and good order ordinance (chapter 170) and asked police and council to stop the activity or rescind any special waivers that may permit early pickups. Borough staff said the police department is responsible for monitoring traffic and noise and that Jared, the director of sustainable community and economic planning, would collect Diamont’s contact information and follow up.
Jared told Diamont he would collect his information "out back" and staff would investigate. No formal council action was taken during the meeting; staff follow‑up was the indicated next step.
