The Clatsop County Board of Commissioners approved a resolution to market 26 vacant county parcels through the GovDeals online auction platform, with a public auction scheduled for July 1, the board heard.
Heather Chapman, introduced to the meeting as the staff member presenting the county land-sale package, told commissioners the parcels were acquired before implementation of House Bill 2089 surplus-property procedures and therefore are being offered under the county’s prior auction practice. Chapman said minimum bids were set after reviewing market-sales data, highest-and-best-use considerations and parcel-specific characteristics and that staff’s goal is to return unused properties to the tax roll.
Commissioner Webb asked several detailed questions about the inventory, including whether the county had examined the full universe of foreclosed and tax-foreclosed properties and why many auction parcels appeared concentrated around Arch Cape. Chapman said the county spent about a year reviewing holdings across multiple categories (wetland mitigation, county-use property, public-works property and parks), that the 26 parcels represent a small chunk of county-owned land, and that the GovDeals listing is a test run intended to reach more potential buyers than courthouse sales.
The board moved, seconded and adopted the resolution to set minimum bids and proceed with the online auction. No public testimony was offered on the land-sale item during the meeting.
Next steps: staff will proceed with the GovDeals auction listing for the identified parcels and monitor bidding; the board did not approve or change minimum-bid amounts during the meeting.
