Madison County IDBA opens sealed bids for transportation and driveway project; two offers received

The Industrial Development Building Authority for Madison County opened sealed bids on Friday morning for sealed bid 26001, a transportation improvements and driveway construction project, and recorded two offers, IDBA officials said.

David Jones, the IDBA chairman, opened the session at the Madison County Courthouse and said the authority was there to receive and verify the bid submissions. Officials confirmed the procurement advertisement ran in the Nassau County Journal on March 12 and March 26, and was posted on the Georgia Procurement Registry and the IDBA website, with submissions due Friday, April 10 at 10:00 a.m.

Stephanie Wilson, the IDBA clerk, verified the first envelope, identifying a submission from Everett Paving Construction Company of Waterville received at 9:31 a.m. She said the packet included the required 5% bid bond and E-Verify documentation and recorded the bid amount at $446,972.78.

Wilson and Alan Ruzinski, the county public works director, then opened a second envelope from ASA Paving LLC of Washington, Georgia, received at 9:55 a.m. They confirmed ASA’s bid packet also included a 5% bid bond and E-Verify documents and recorded that bid at $342,536.86.

Officials said the IDBA (RTA) board would take the bids under consideration and announce an award at the board’s scheduled meeting on the 22nd in the same meeting room; no award or formal decision was made during the bid-opening proceeding. The board did not take a vote during the session.

The bid opening record identifies Garrett Hagans in relation to the first bid packet; the record shows staff confirmed required paperwork was present. The full award decision, contract terms and any required recognitions of subcontractors or minority business participation will be disclosed when the board announces the award.
