City staff, represented in the discussion by Mr. Spivey, said the city has a written naming policy that the applicant met, but explained the county follows a separate process (including review by a county veterans committee and commission) and the state requires legislative scheduling (requests must be routed through the state representative and submitted by January to meet the legislature's calendar). Council members asked whether the city could name only its side of the bridge; staff said that was a possible approach and cited past examples where only a municipal portion of a structure had been named.
Without objection the council asked staff to prepare a joint-effort resolution and to place it on the regular meeting agenda so the matter can move to the county and then to the state as appropriate. No county action was recorded at the time of the work session.
