The Farragut Board of Mayor and Aldermen on April 9 approved two contracts tied to road projects: a proposal from CDM Smith for construction engineering and inspection (CEI) services for the Union Road project and an appraisal-review contract with Butler Appraisal for the Virtue and Boyd Station Road right-of-way work.
Daryl presented the CEI proposal for Union Road, saying, "The proposal has a fee of $953,136. That's a fairly hefty fee, but keep in mind that this project is 80% federally funded with a 20% local match." Staff recommended approval and the board approved the CDM Smith contract as requested.
On the Virtue/Boyd Station work, staff said Butler Appraisal Group's proposal for appraisal review carries a not-to-exceed fee of $51,450. Daryl said the acquisition phase would include appraisals, appraisal reviews and negotiations, and gave a rough project timing estimate: "probably in the neighborhood of a year and a half to 2 and 1/2 years."
Board members pressed staff on resident notification for the right-of-way phase. Members emphasized "no surprises" for property owners and requested that board members representing affected neighborhoods be included in communications. Staff said it would work with aldermen to define expectations before notices or offers go to owners; the staff also said right-of-way plans had been approved previously by the planning commission and that a public hearing was held last summer.
Both contracts were approved during the meeting. The board did not specify individual vote tallies for the CEI or the appraisal contract beyond verbal affirmation of approval.
