The fund is governed by a four-category eligibility framework (shoreline protection, community development projects, opportunistic endeavors and other jointly agreed projects).
Council members and public commenters offered priorities: expanding scholarships for high school students, funding youth swim programs (learning-to-swim), continuing community events (5K and music/literature events), increased public art (murals, artistic crosswalks, marquee letters on the pier), senior programming, and pedestrian-safety and infrastructure items around the port. Rich Rollins and other residents urged projects that deliver direct benefits to Port Hueneme residents.
Council discussed process changes, including the option of an application process to solicit nonprofit proposals instead of handpicking projects. Members also reviewed earlier allocations (noting some prior items remain unspent) and asked staff and the joint committee representatives to prepare a recommended funding list and an implementation approach. The council voted unanimously to approve the recommendation and forward the topics and list to the Joint City-Port committee.
Staff emphasized that the community benefit fund is port-contributed money (not city general fund) and suggested a kickoff at the upcoming joint meeting; the council identified several future agenda topics for the joint committee including revenue-sharing arrangements, sidewalks and pedestrian safety near Market and Surfside, and dredging coordination.
