Jesse Stroud, urban renewal project manager for the City of Lowell Department of Planning and Development, presented proposed upgrades to the Swamp Blocks plaza and Utopia Park at a Conservation Commission meeting on May 13. The project covers the canalway‑adjacent parcels at 341 and 369 Jackson Street and includes illuminated gateway arches, pedestrian pathways, seating, a gateway pillar at the entrance to Utopia Park, and new plantings including a pollinator garden and sunny and shady meadows.
Stroud told commissioners all existing trees are to remain and that temporary tree and plant protections are included in the bid specifications. He said one small group of shrubs would be removed to improve sight lines but would be replaced by substantial new native plantings. Street improvements at Canal Street would include new curbing, paving, street trees and crosswalk renovations; lighting bollard replacements would be limited to fixtures on city property and would not affect Department of Conservation and Recreation (DCR) land.
The presentation noted the site is subject to an Activity and Use Limitation (AUL). Stroud said the contractor will be required to work with a licensed site professional (LSP) to meet all AUL restrictions and that erosion and sediment controls will follow MassDOT standard specifications and the Massachusetts Stormwater Handbook. "We've got our bases covered," Stroud said, and added the city expects construction to begin this summer once the contract is awarded.
Committee member motioned to issue a Negative 3 determination under the wetlands rules for the Swamp Blocks work; another member seconded, and the commission voted in favor. The determination allows the described site work to proceed under the specified protections and conditions.
The commission and city staff said they expect the project to improve pedestrian access and site stewardship in an area adjacent to the canal walkway. The city will include the specified erosion controls, restoration of temporarily impacted areas, and native plantings as part of the contract documents.
