The Oshkosh City Plan Commission voted unanimously to recommend that the Common Council approve the direct annexation of a property at 2732 Jackson Street so the homeowner can connect to municipal water and sanitary sewer.
Planning staff told the commission the petitioner seeks annexation because the home’s septic system is failing and the owner plans to connect to city water and sewer. Staff said the Department of Public Works has confirmed utilities are available and that police and fire reviewed the request and reported no concerns. "Staff does recommend approval," the staff presenter said, and recommended temporary and permanent zoning of suburban mixed use (SMU) to match surrounding parcels.
A commissioner asked whether the annexation would create an "island" of city territory given the mix of town and city parcels along Jackson Street. Staff pointed to adjacent city-owned right-of-way and a neighboring city parcel that would connect the lot to existing city territory and said no island would be created, which would allow the annexation to proceed under local rules.
The commission opened a public comment period and invited a statement from the applicant; the applicant declined to speak and no members of the public addressed the item. The commission then voted 6-0 to recommend approval and to adopt the findings in the staff report, forwarding the proposal to the Common Council for final action.
The Plan Commission took the vote by roll call: Council member Bulow, Ms. Davey, Mr. Lowenstein, Ms. Sherman, Ms. Prop and Chairman Perry all voted aye. No amendments or conditions beyond the recommended SMU zoning were recorded. The Common Council will consider the annexation at a future meeting; no date was specified. The commission then adjourned.
