The Solid Waste Authority approved a legal-services engagement to support implementation of the Palm Beach Renewable Energy Facility 1R after staff described the project and invited counsel. Mark Adams of Troutman Pepper Lock (introduced on the record) said his firm has provided bond counsel to the Authority since its inception and described the team he brought to support negotiating the project; he identified Andrew Thurman as the head of the firm's energy group assigned to the work.
