Board members raised bilingual support as an equity priority and asked staff to craft an approach that fits school-level need. Options discussed included a districtwide stipend for staff who take on interpretation/translation duties, targeted full-time bilingual hires at high-need elementary schools, or a mixture of both. A $1 million placeholder for bilingual support was proposed to be refined with an allotment formula based on school needs.
Members also emphasized the operational backbone of the district: custodial, skilled trades and transportation positions that support schools. Staff said they had already restored several skill-based vacancies (about six added back to the base) and proposed allowing principals some local flexibility to allocate a limited number of additional classified positions where the need is greatest.
On curriculum, staff flagged a K language-arts adoption estimated at $8 million (one-time up-front cost to secure multi-year pricing) and an upcoming science adoption that will require funding. Staff said the district must commit to up-front funds in the current budget cycle to run spring training and implement materials the following school year.
Next steps: staff will return with finer-grain proposals for bilingual support (stipend amounts and FTE scenarios), a clearer accounting of restored operations positions, and options for the language-arts adoption that show one-time versus multi-year costs.
