Elementary 12 construction on track; district says impact fees covered $68M cost

Contractors updating the Fort Mill School Board said construction of the district’s new Elementary 12 is progressing on schedule and that impact fees are financing the project.

Joe, representing the construction team (LMG), told members three of four project bids have been completed and the fourth bid — which includes required offsite road work — has been submitted to York County for review and permitting. He said site infrastructure is nearing completion, curbing and gutter work are roughly 40% complete, paving is expected to start once permits are issued, and slab‑on‑grade and masonry work are under way. The project’s substantial completion date was reported as June 2025.

The district noted that $68 million approved for the new school is being paid with impact fees; board members said that using impact fees reduces the potential size of a future bond ask by several million dollars.

During Q&A, contractors explained the communication process used with schools and stakeholders during design and construction and described critical path items, including the offsite road work that is on the permitting path. Board members pressed on risks if growth outpaces construction, noting that without new capacity the district would rely on trailers and larger class sizes.

Photos of the site — including slab work and cafeteria/gym walls — were shown to the board and the contractor said that, despite weather setbacks, the schedule remains on track with contingency for roughly 21 days lost to rain. The district will continue to report progress and noted occupancy is contingent on successful completion of offsite road work and permitting.
