The City of Orange City Council voted to adopt Ordinance 700 on second and final reading on May 12, approving an updated five‑year schedule of capital improvements covering the cited fiscal years through 2030.
City Attorney Mr. Waters read the ordinance into the record. Development Services Director Joe Ruiz told the council there were no substantive changes since the first reading and recommended adoption at second and final hearing: “So today, really, there are no changes to ordinance number 700. Staff recommends that the city council adopt it here at second and final reading and also, authorize us to transmit that together with the [EAR] to the state, for compliance,” Ruiz said.
A council motion to adopt Ordinance 700 and authorize staff to transmit the schedule to the state passed with all present members voting yes; one council member had been noted as absent earlier in the meeting. No public comment was offered on the item.
Following adoption, staff will transmit the ordinance and the capital improvements schedule to the appropriate state reviewers for compliance.
