Elections staff and the board discussed recent operational issues and proposed improvements ahead of upcoming elections.
"Turnout has reached 11% as of yesterday," a county elections official (S4) told commissioners and then described discovery of missing races in Hillsborough Precinct 327. Replacement ballots were sent and are being segregated for special processing, the official said.
Marnie (S5), the elections staffer asked to address the board, said the office has an existing plan for observers and that replacement ballots are being handled to ensure votes are counted correctly. "Replacement ballots have been sent and are beginning to be returned," S5 said, and staff are segregating them for special processing.
Commissioners and staff discussed observation technology. S5 said the proposed budget includes incremental investments to improve video and monitoring capacity but will not change the physical layout or allow routine access to locked staff areas "because of security concerns." S3 noted shortcomings in the current camera system, saying feeds are not continuous and lack time stamps, which makes it harder for the public to raise concerns with clear evidence.
The elections office gave practical deadline reminders: mailed ballots must be postmarked on or before Tuesday, May 19, and received within seven days after Election Day; ballots received after May 26 will not be accepted regardless of postmark. The office also noted there are 21 official ballot drop boxes across the county.
Chair Harrington asked that commissioners limit questions about election mechanics in the budget committee and focus on the investment proposed in the budget; staff said they will provide a fuller update in June.
