The Titusville Community Redevelopment Agency on May 12 voted unanimously to adopt Resolution No. 11-2026, a formal statement of support for reestablishing Main Street Titusville and seeking accreditation through the Florida Main Street program administered by the Florida Department of State Division of Historical Resources. Vice Chair Cole moved the resolution and member Stoeckle seconded; a roll-call vote recorded all members in favor.
Lisa Mosier, who identified herself as “the president of Main Street Titusville Inc.,” told the CRA the group is restarting a local Main Street program and is seeking the city’s formal backing to proceed to state-level steps. “This resolution is just the support us to keep going,” Mosier said, describing the item as a statement of support rather than a request for money.
Why it matters: Main Street programs are a statewide framework for downtown revitalization, historic preservation and small-business support. Mosier said the local group has begun organizing governance and outreach: it has an executive committee of volunteers, has been working on bylaws and a 501(c)(3) application, and expects to submit quarterly reports to both the state and the city if accredited.
Supporters at the meeting highlighted alignment with the city’s strategic objectives. Tony Schiflow, introduced by the clerk as a downtown stakeholder, said the Main Street effort “directly implements” multiple goals in the city’s 2026 strategic plan by promoting arts, revitalizing empty buildings and encouraging economic activity downtown. He noted the volunteer executive committee formed Feb. 17 and that committee members attended training in Fort Pierce on Feb. 24.
The executive director framed the resolution as an administrative authorization allowing staff to sign documentation supporting the group’s continuation and accreditation through state channels. Mosier told the CRA the organization is not asking the city for funding at this stage but aims to grow into a point where it can hire at least a part-time executive director.
The vote: Vice Chair Cole made the motion to adopt Resolution No. 11-2026. After a roll-call that included Member Moscoso, Chairman Connors, Vice Chair Cole, Member Mutter and Member Stoeckle, the motion carried unanimously.
What comes next: With city support established, Main Street Titusville will proceed with state accreditation steps and internal organizing; Mosier said the group will return with quarterly reports and further requests as needed. The CRA took no budgetary action at the meeting.
