During the petitions-and-requests portion of the May 12 Titusville CRA meeting, resident Stan Johnson made extended public comments alleging multiple instances of police misconduct and raising a separate concern about floodplain changes.
“I'm someone who has been threatened by the police many times. I've been falsely, arrested. I've been assaulted by the police more than once,” Johnson said, adding he believed arrest records were missing from the police department and that he intends to file complaints with internal affairs. He did not provide documentary evidence during the meeting.
Johnson also raised engineering and floodplain questions, saying a dam placed downstream of homes had, in his view, altered the 100-year flood plain by lowering it rather than raising it. He urged officials to investigate how the dam and related calculations were carried out.
At earlier public comment, Johnson had also stated support for the Main Street resolution, telling the board, “I believe we should approve this.” Other members of the public used the same period to endorse the Main Street restart; no CRA action was taken in response to the allegations made by Johnson during the meeting.
The meeting record does not show a response from city staff or law enforcement on the allegations during the session. The resident said he had notified Chief Lauer and planned to submit formal complaints to internal affairs; the transcript does not record any follow-up steps from the CRA. The CRA adjourned after the public-comment period.
