Hospital Authority approves $24.8 million guaranteed maximum price for Plaza 62 redevelopment

The Hospital Authority approved a guaranteed maximum price (GMP) amendment with Willobrook Construction totaling $24,818,808.75 to develop the Plaza 62 district around the hospital.

Chris Gray of Willobrook told the authority that the project will begin with an extended underground-utility phase — replacing water, sanitary and storm sewer lines — and that the first 12–18 months will focus on infrastructure work before visible surface features appear.

"First thing's going to start off is we're going to work with the underground utilities," Gray said. "So a lot of utilities in the ground just need to be replaced."

Willobrook representatives said the scope includes storm-water management, roads, a trail around the hospital, a new park with playground equipment and a restroom building; the authority also noted value engineering adjustments were made to bring the project within budget. Staff said the project is expected to show more visible above-ground progress in roughly the second half of 2027.

Authority members voted to approve the GMP amendment; Willobrook and staff said they will coordinate traffic detours and signage to maintain hospital access during construction.
