At the regular session following the special meeting on May 12, Mayor Kasakian asked council to agendize a proposal to implement a static wide camera angle so council members and public speakers appear on a similar visual footing during meetings. He said seeing everyone at the same time is equitable and asked staff to draft language for council consideration.
Council members debated precedent and authority: staff and the city manager said changes to camera policy typically require a council vote and fall within council procedures rather than the mayor’s unilateral authority. One council member said facial cues aid communication; another warned that a single wide shot could reduce the usefulness of cameras. The motion to return with options for council consideration carried in roll call.
The mayor also proposed requiring printed campaign mailers be filed with the city or a neutral repository so the public could see who paid for widely distributed materials. Council members raised practical questions about enforcement, privacy and who would collect and manage the material; some suggested filing at the end of an election cycle rather than during campaigns. Several members said they were open to staff returning options to implement a filing or repository system and to outline enforcement implications.
Council directed staff to return with proposals and legal/administrative options; members said other higher‑priority items remain on the city attorney’s workload and asked staff to weigh where this belongs in the work plan.
