Trustees debate formal rules for decorum: warnings, muting and limits on comments

The Hacienda la Puente Unified School District Board spent substantial time at its governance workshop debating how to enforce meeting decorum and prevent personal attacks that derail business.

Consultant Nicole Anderson and several trustees reviewed common options: points of order for procedural violations, a system of warnings, muting disruptive participants (a proposed three-warning approach with muting for the remainder of an agenda item) and limits on how trustees and community members use public comment.

One trustee described a proposed approach: issue three warnings to any disruptive participant, mute them for the rest of that agenda item if behavior continues, and consider removal only if disruption persists. Trustees repeatedly said the board should have a consistent protocol and check legal counsel about whether muting or temporary removal affects a member’s right to vote.

The group also discussed setting fixed time limits (for example, two minutes for board comments with a brief rebuttal phase) and using a parking-lot to capture off-topic items for future follow-up. The facilitator recommended connecting norms to specific, observable behaviors so enforcement is consistent and not subject to personal application.

Trustees directed staff to review legal questions and return with clear recommendations and suggested that the board include protocol language in a governance handbook or norms document.
