Council issues proclamations for Crime Victims' Rights Week, Apprenticeship Week, Arbor Day and Financial Literacy Month

On April 26 the Fresno City Council issued a slate of ceremonial proclamations highlighting community services and annual observances.

Vice President Tyler Maxwell presented a proclamation for National Crime Victim's Rights Week and praised the James Roland Crime Victim Assistance Center; Kirk Haynes, Fresno County Chief Probation Officer, and staff described the center’s services, noting they served more than 5,000 victims in 2025 and distribute state compensation funds to aid survivors.

Council Member Analisa Perea presented National Apprenticeship Week recognition to representatives of Pact and the Valley Build Now partnership; speakers highlighted an expanding pre-apprenticeship model across a 14-county region and a specialized all-female cohort in partnership with Fresno City College.

Council, the mayor and Tree Fresno marked Arbor Day and Tree Fresno’s 40th anniversary. Tree Fresno CEO Mona Cummings and Public Works Director Scott Moer discussed a multi-year planting program (more than 55,000 trees across the Central Valley and a goal of 1,000 net-new trees annually in Fresno). The Mayor and council also proclaimed April as Financial Literacy Month and heard from Samuel Molina of the Academy of Financial Education about classes and financial-therapy services that have helped more than 1,000 residents.

The proclamations were ceremonial recognitions; councilmembers emphasized partnership with county and nonprofit providers and encouraged residents to use available services and programs.
