Leesburg approves six-month contract for Carver Heights stormwater improvements

The Leesburg City Commission approved a resolution on April 27 authorizing the mayor and city clerk to execute a construction services agreement with Cathcart Construction Company Florida LLC for the Carver Heights Stormwater Improvement Project.

Dan Miller introduced the item and asked Public Works staff to explain the design. "We hired a consultant to do a drainage basin study," Public Works staff member Cliff Kelsey said. "They developed a stormwater retention pond and some swales to redirect all the stormwater so we wouldn't have flooding in those houses in that area." The work responds to prior flooding complaints in the neighborhood and is intended to redirect runoff away from homes.

Staff said the contract sets a period of performance of six months and that the city will hold the contractor to that schedule; staff also said the contract would not assess liquidated damages. Commissioners voted by roll call to approve the item unanimously.

The resolution authorizes city execution of the construction services agreement; the project scope described in the meeting includes creating retention and conveyance features identified in the drainage-basin study. No dollar amount or contract price was read into the record during the meeting.
