The Solvang City Council approved two related road-funding items at its April 27 meeting: a resolution adopting the SB1-funded FY26-27 project list (Resolution 26-1312) and a five-year Measure A program of projects (Resolution 26-1313).
Staff said the SB1 Road Repair and Accountability funds to Solvang are population-based and roughly $158,400 for the coming year; the city will apply those dollars to a slurry-seal maintenance project in "Area One" as identified in its pavement-management program. Measure A receipts (a county half-cent sales tax for road repair) are estimated to provide roughly $474,000 to $547,000 in the five-year outlook, and staff proposed combining these state and local funds with other local measures to assemble larger rehabilitation projects.
Council and staff discussed how the pavement-management program divides the city into nine areas, alternates maintenance and heavier rehab across cycles, and uses a Pavement Condition Index (PCI) target. Staff said the city's current PCI is about 59 and that a larger, near-term investment (the Alamo/Pentado rehab) will raise the funding profile for the coming year: an Alamo rehab package was described as approaching $3 million for broader work, while annual SB1/Measure A receipts typically totaled about $600,000 historically when combined. Council members asked that staff provide clearer maps and a five-year area-by-area schedule when presenting the next report so residents can see when their street is likely to be treated.
Both resolutions passed by roll-call vote, 5-0.
