Board adopts standardized framework for reuse and disposition of closed school sites

The Washoe County School District board unanimously adopted a standardized framework on April 28 to guide decisions about reuse, repurposing or disposition of closed school properties.

Deputy Superintendent Tiffany McMaster said the framework grows from the district’s 2023 facility modernization plan and Board Policy 7086 and is intended to provide a transparent, repeatable process that is data‑driven and grounded in community engagement. Chief Operating Officer Adam Cersei outlined a phased structure: staff analysis to recommend internal reuse versus external reuse; community notification and listening sessions; preparation of a baseline site dossier with existing‑condition facts; a public call for proposals and, finally, a recommendation to the board.

Deputy Chief General Counsel Kevin Pik explained statutory steps that apply if the board pursues an external sale or lease, including the appraisal and notice procedures required under NRS chapters 277 and 393, and stressed that internal reuse (for district programs) does not require those external legal steps.

Trustees emphasized early outreach to surrounding neighbors and nonprofit and agency partners, and the board directed staff to develop the public portal and evaluation criteria that will be used for future closed‑school decisions.

What happens next: For each closed site the district will publish a property profile and run the phased engagement process; staff will return with an analysis and a board decision point on any final reuse or disposition options.
