District reviewers found measurable improvements at Encompass, including a decline in chronic absenteeism (from 72% in 2022–23 to 36% in the most recent year) and implementation of an instructional model aligned with elements of effective practice (learning environment, clear shared outcomes, varied materials, practice/feedback and complex thinking). Staff also cited strengthened MTSS structures and improved cohort retention at ninth grade, which improved enrollment projections and financial stability.

The recharter process required a diagnostic review, retention of an academic consultant and a submitted recharter application; district reviewers scored the application as meeting expectations in most rubric categories and recommended restart under a new contract with conditions.
