County staff told commissioners on April 28 they recommend Headley Construction Corporation for a design-build contract to expand OBP with 16 lighted tennis courts, associated resurfacing and a restroom facility. The recommendation followed an earlier round of bids that came in about $2 million over budget.
"The staff is recommending Headley Construction Corporation for the design-build of the tennis court expansion project with the necessary budget amendments for the life of the project," Lisa said, noting the county issued an earlier invitation to bid and later pursued a design-build RFP that produced three submittals.
Staff said shifting court locations and adjusting elevations reduced earth‑moving and haul-off costs and allowed retention of promised amenities, including lighting, resurfacing of existing courts and a restroom. Funding was identified from the parks and recreation SPLAST 2021 account and staff recommended a contract not to exceed $5.5 million.
Commissioners asked technical questions about engineering and cost controls; staff described site adjustments and design strategies intended to keep costs within the recommended budget. The item was placed on the consent agenda for approval as part of the full consent package; no separate vote on the award was recorded on the meeting transcript.
Why it matters: The project increases recreational capacity at a county park and involves a multi‑million‑dollar capital allocation from SPLAST funds. Commissioners requested sufficient engineering justification and budget amendments to cover the life of the project before final contract execution.
