Staff also said the draft clarifies the "right of interment" — including an example that, in disputed family-plot situations, the firstborn would be entitled — and would add rules permitting certain secondary interments, such as cremated remains placed in an existing grave when appropriate.
The draft also proposes standardizing headstone-size rules across active city cemeteries so areas such as Eastview and Oak Hill follow the same policy, while giving flexibility for larger family markers when lot size allows.
Council members pressed staff to clarify language on lot configuration and headstone eligibility, noting several existing family plots do not match the layout described in the draft and asking staff to avoid unintentionally disallowing previously permitted arrangements. Staff said the goal was administrative clarity and ease of enforcement and indicated plans to return a revised ordinance for consideration at the next meeting.
