Business representatives said sidewalk service would speed service for customers and keep indoor space available for seated patrons; one said participants would maintain a 36-inch clear path on public rights-of-way and would not block traffic lanes. Staff recommended using the same template previously used for Art Walk and other events and relying on the existing Open Container District rules to define the boundaries.
Council discussed whether additional police resources would be needed. Staff said they have planned resources and noted past large events that drew high attendance; the city manager referenced recent estimates of "maybe 15, 18,000 people attending the event." After discussion, a council member moved to allow restaurants to extend sales to sidewalks within the Open Container District on May 30, 12 p.m.–9 p.m.; the motion passed unanimously.
The council instructed staff to rely on the established event template and to clarify district boundaries so the public knows where sidewalk sales are permitted. Participating restaurants must maintain clear pedestrian access and follow event permitting conditions.
