On stop‑loss, the consultant said the board’s 2019 decision to self‑fund rather than pay Blue Cross Blue Shield’s premium and deductible structure (noted at a $500,000 deductible example) has, over seven years, resulted in total amounts set aside of roughly $1.36 million for claims exceeding the deductible rather than paying third‑party stop‑loss premiums.
