CRA cancels small‑lot RFP for 216 Northwest 8th Avenue after no bids; staff to consult nonprofits

The Delray Beach Community Redevelopment Agency voted April 28 to cancel RFP CRA‑2026‑02 for a CRA‑owned vacant lot at 216 Northwest 8th Avenue after the solicitation closed March 31 with no submissions.

"We closed the submission on March 31st, and unfortunately, we did not receive any submissions," staff member Renee told the board while outlining options to reissue the RFP, hire an architect for an in‑house design, or speak with nonprofit partners to learn why no bids were received.

The lot, described by staff as 40 feet by 135 feet, was targeted for a single‑family workforce housing unit for nonprofit developers. Board members said the parcel's small size and unusual configuration likely reduced developer interest and asked staff to consult nonprofit partners before reissuing. "If we do go forward with an architect, we could still hire a non‑profit builder," staff said, noting previous projects where the CRA provided construction funding.

A motion to cancel RFP CRA‑2026‑02 passed by voice vote; the board directed staff to report back by the next meeting with feedback from potential nonprofit partners and recommendations on reissuance or alternative delivery approaches.

Next steps: staff will consult nonprofit partners, explore an architect‑led conceptual design that could be replicated on small parcels, and return to the board with options.
