Council supports Little Montes floating trail plan after securing 50% LWCF match

Tom Plutero, impact analysis biologist in the Northeast Region, described a phased recreation and minor habitat improvement package for Little Montes Reservoir. The proposed primary element is an 800‑foot floating trail with attachments for habitat structures, plus picnic pavilions, ADA improvements and a kayak launch. Plutero said the division applied to the Land and Water Conservation Fund and received notice of a likely award of $210,640, a 50% match grant program that would require matching funds to complete the floating trail and pavilions.

Planned implementation is phased: fiscal year 2027 would focus on the floating trail and planting near the parking area; later phases would add fish habitat structures and picnic amenities, address tamarisk removal, and install educational signage. Plutero reported a small online survey of local anglers that favored the floating trail and requested improved access and ADA features.

Council members thanked staff for pursuing the grant and voted to approve the project to move forward for funding consideration; the motion passed by voice vote. Staff noted the final grant would require a 50% match and additional project details to finalize construction timing.
