Planning Commission approves private stair handrail in Summerland, adds nonreflective finish condition

The Santa Barbara County Planning Commission voted to approve a safety handrail along an existing private stairway in Summerland at its April 29 meeting, finding the small-scale project exempt from environmental review under CEQA section 15303.

Staff described the project as a minor safety improvement—installation of a low-profile stainless-steel handrail that runs roughly 50 feet along an existing stair alignment and maintains the required 10-foot setback from a coastal trail. Staff concluded there would be no grading or disturbance to biological resources and recommended approval subject to standard conditions.

Nicole Bergelis, representing the property owner, said the owner is 80 years old and recovering from back surgery; she said the handrail is “primarily motivated by safety concern” to help him and visiting grandchildren navigate the stairs.

Commissioners asked technical questions about the length, mounting method, and finish. The commission modified the staff recommendation to require a nonreflective (dull) finish to avoid glare and approved the project by voice vote. Commissioners noted the handrail is a modest safety enhancement and agreed the CEQA exemption (15303) applied because the work is limited to a small existing structure.

The approval included standard conditions of approval and a note that the design should minimize visibility from public areas where feasible.
