The Coppell City Council considered a request to permit a temporary concrete batch plant on 4.47 acres north of East Beltline Road and a concurrent amendment to the Future Land Use Plan on April 28. Staff briefed council that the Planning & Zoning Commission had unanimously recommended denial based on intensity and incompatibility with the comp plan; staff likewise recommended denial while listing conditions that would be required if council chose to approve (platting, a 24‑foot fire lane, floodplain compliance and a five‑year removal/sunset clause).
Applicant Phil Flink and representatives said the proposed plant would use newer, cleaner technology, that a long‑term lease existed and that they would meet required conditions and remove the plant after five years. Neighbors opposed the request, citing heavy truck traffic, dust and noise, limited easement widths and the future vision for residential redevelopment.
A motion to close the public hearing and approve Item 11 with conditions failed. Recorded votes show three members in favor and four opposed, with council noting that a supermajority (six of seven) would be required to approve the Future Land Use Plan amendment. The denial leaves unchanged the planning commission recommendation and preserves the council’s option to request further study, conditions or a different application.
