Goshen board signs off on maintenance-bond releases, surplus IT disposal and collections moves

The Goshen Board of Works and Public Safety approved several routine finance and public-works measures during the meeting.

Justin Sailor, director of public works, recommended release of a three-year maintenance bond posted by HRP Construction for the Crossing Subdivision drainage (job no. 202033) after final inspection found the infrastructure met city standards; the board approved the release and accepted the project for permanent maintenance.

Sailor also recommended release of a three-year maintenance bond posted by Hankind Construction for the Indiana Avenue Apartments project after final inspection; the board approved that release as well.

The legal department brought Resolution 2026-13 declaring miscellaneous IT equipment surplus and authorizing disposal per Indiana Code 5-22-22-8; the board adopted the resolution. A Water & Sewer representative (Kelly) asked the board to move final unpaid water and sewer accounts to collections and write-offs; the board approved that action. Several dollar amounts read during that agenda item were unclear in the transcript record and are noted in the meeting packet.

All items passed on unanimous voice votes. Staff will follow standard closure and procurement practices for disposal and bond release documentation.
