Mayor Moren Thoms announced that Pinole City has released the public-review draft of its first Climate Action and Adaptation Plan, describing the document as the product of “two years of outreach and engagement.”
The plan, Thoms said, sets trackable actions across multiple sectors — including building decarbonization, renewable energy sourcing, clean transportation, water conservation and climate resilience — with a goal of reaching zero carbon emissions by 2045. “Please review the plan and share your thoughts,” she said, adding that resident feedback will help refine the CAP into something “implementable, actionable and a reflection of you.”
City staff framed equity as a central focus, saying the CAP will seek to ensure disadvantaged communities receive support to mitigate and become resilient to climate impacts. The mayor emphasized that the draft identifies specific measures and invites public input through the city website during the review period.
What happens next: the city will accept public comments on the draft before finalizing the plan and moving toward implementation steps. Officials said the plan’s timelines and any department-level actions will be refined after the public-review period.
