Mayor Moren Thoms said Pinole City has been designated under the state pro-housing designation program and noted the city is “one of 47 communities in California with a pro housing designation.”
Thoms said the designation positions Pinole to reduce barriers to affordable housing development and to help secure infrastructure funding to build housing more quickly. She described local measures meant to support that work, including an ADU FastTrack process and a fee-waiver program designed to encourage eligible low-income and special-needs households to make Universal Design improvements to their homes.
City leaders presented the steps as part of ongoing efforts to demonstrate partnership with the state in combating the housing crisis. The mayor urged residents and potential applicants to consult city materials for program eligibility and application details.
No formal vote or timeline for ordinance changes was announced during the update.
