Rankin County declares multiple nuisance properties; JGA Holdings referral to justice court after alleged commercial burning

The Rankin County Board of Supervisors reviewed multiple nuisance complaints and took enforcement steps, declaring properties nuisances, ordering 30-day compliance periods and referring at least one case to justice court.

Board members declared the Chad Horton property (151 Church Road, district two) a nuisance and directed staff to revisit in 30 days for significant improvement; photos and prior contact were cited by staff. The board also declared Timothy Jones’s property (102 Oakdale Circle, district four) a nuisance after repeated complaints about rubbish and inoperable vehicles, and declared Randy Owens’s property a nuisance with a 30-day cleanup period after the owner described progress using dumpsters and hauling.

In one contested matter, staff presented photos for a Highway 471 parcel now titled to JGA Holdings LLC and reported tall grass, debris, and evidence of recent burning. Staff recommended declaring the property a nuisance and referring it to justice court; the board approved that referral. A nearby owner, Jason Stine, told the board he had complained previously and said a prior owner had promised cleanup on December 15 but the problem persisted. Stine also reported persistent smoke and alleged that individuals had poured diesel on fires, saying he had video evidence.

Not all matters resulted in enforcement: Lee Garland’s property (340 Kings Ridge Circle) showed repair work in progress and the board took no action. For Elizabeth Ann Douglas’s property (629 Jerusalem Church Road), a speaker identifying herself as Mrs. Spann Douglas said renovation work and cleanup were underway and the board closed the hearing with staff to monitor progress and communicate timelines.

Staff and supervisors discussed coordination with DEQ and the county’s fire coordinator when burning or air-quality violations are alleged. Several motions to declare nuisances passed by voice vote; the transcript records approvals but does not provide roll-call tallies.
