Brenna Shockley, deputy for equity in the mayor’s office, presented the mayor’s consolidated HUD plan to the committee, saying the city received four HUD grants that together form a $120 million strategy for affordable housing, homelessness prevention, business support and community development.

She told the committee that the plan designates roughly $30.6 million for multifamily property acquisition to increase the city’s housing capacity.
Councilmembers and staff discussed federal eligibility rules and the city’s internal review process for grant applications: staff explained projects are coded green/yellow/red based on readiness and eligibility and said "los que absolutamente no recomendamos los fondos" are flagged as red. Staff cautioned that federal methodologies affect eligibility determinations and that the city must ensure projects meet HUD requirements before committing funds.
Concejala Jurado asked for clarity on how HOME program dollars can be used. "Estoy un poco confundida en cuanto lo que toma para que está financiado HOME..." she said, noting concern that policy choices about HOME allocations could shift the funds toward acquisition or intermediate-income housing. Staff replied that policy previously prioritized production but that HOME regulations also permit preservation and interim housing uses.
Shockley and staff said the consolidated plan prioritizes projects that demonstrate measurable community impact and complement other funding sources; they also noted the plan reflects pressures from recent federal decisions and local needs resulting from the 2025 fire and immigration enforcement episodes.
The committee asked for additional follow-up materials: a written breakdown of funding sources, a report on the Housing Investment Alliance (or similar acquisition strategies), and clarifications on how HOME/CDBG dollars will be used and tracked. Staff agreed to return with more detailed program-level information and timelines.
