The Kankakee City Council on May 4 approved several development and administrative measures in a single evening, including a senior-housing conditional-use permit, a multi-parcel rezoning, a tax-increment-financing agreement for redevelopment on South Dearborn Avenue, and labor agreements following executive-session negotiations.
Senior housing: The council approved PB20226-3-1, a conditional-use permit for a 32-unit, three-story senior housing building in the Riverstone commercial park behind Walmart. Director King told council the planning board had recommended approval 5–0. Council suspended rules to allow final passage the same night; the suspension vote recorded one abstention (Alderman O'Brien) and the ordinance passed on final reading (13 yes, 0 no).
Rezoning: Council approved PB2026-4-3, a city-initiated map amendment that rezoned multiple properties from commercial/industrial to residential and changed one address to multifamily; the approved motion retained C2 commercial zoning for two parcels (600 W. Jeffrey St. and 141 W. Hawkins St.) after owner requests. Planning staff had recommended the changes and the planning board voted 5–0 in favor; council vote was unanimous (14–0).
TIF: The council approved a tax-increment-financing ordinance for JT Desk LLC to redevelop the former funeral home at 408 S. Dearborn Ave. Director Watson said the project includes updated exhibits, scope and cost estimates and will add seven residential units and roughly $900,000 in renovation costs; the ordinance passed 14–0 after suspension and final-reading votes.
Labor agreements: After an executive session on union contracts, council approved a memorandum of understanding with IAFF Local 653 and a side letter with the Office and Professional Employees International Union; both measures passed unanimously by roll call (14–0).
