Health First Kosciusko reports funding spike then cut, highlights local partnerships

Liz McCullough, representing Health First Kosciusko, gave commissioners a program update and a year‑to‑year funding summary tied to the state Health First Indiana initiative established in Senate Enrolled Act 4.

McCullough said the county received $968,000 in 2024, $1.8 million in 2025 and experienced a reduction to $474,000 in 2026. She said the funding supports evidence‑based, prevention‑focused programs determined by county needs.

McCullough described local partnerships and activities funded by the program: a school health liaison with Warsaw Community Schools, work with the Northern Maternal and Child Health Network, a partnership with the Kosciusko Community YMCA, and a food‑education initiative launched in February that provided demonstrations and meal kits to higher‑risk populations. McCullough said that program delivered five sessions to locations including Milford, the 100 Lakes Clubhouse and retired senior apartments, serving 71 individuals who reported trying new foods at home and increased confidence preparing healthier meals.

County commissioners were asked to note the update; McCullough said more partnerships are in development and that a county health plan and supporting materials are available on the county website.

McCullough concluded by noting the funding fluctuation and encouraging continued support and partnership to sustain local programs under the Health First framework.
