County hears Crosswinds annual report; organization asks to maintain $108,500 appropriation

Representatives from Crosswinds (a regional community mental health provider) briefed the commissioners on 2025 outcomes and asked the board to maintain the same county appropriation as last year: $108,500.

CFO Sarah Safo and manager Aaron Neil accompanied the presentation. Staff reported Crosswinds served 384 Coffey County residents in 2025, of whom 72 were uninsured and 59 received jail-based services; the center also counted eight involuntary admissions to the state hospital in the period. Crosswinds described program enhancements including merger with Corner House to expand substance-use services and a newly opened facility in New Strong. The organization said increased insurance costs and wage increases accounted for most of the requested budget growth.

Commissioners asked for additional line-item detail and staff said more detailed budget pages were available (page 13 of the packet), noting $11,000 of the $36,000 total increase was for wages with insurance increases accounting for another significant portion. The board accepted the presentation and will take the request under advisement as part of the county budget process.
