The Delavan Plan Commission voted to recommend approval of an amendment to a conditional use permit allowing a three‑unit townhouse at 111 North Terrace Street to convert planned carports into enclosed garages.
Mark, speaking for staff, told commissioners the amendment modifies the previously approved 2024 design only to enclose parking and does not change the three‑unit count or the approved landscaping and exterior treatment. "There are six parking spaces provided on site, three in the garage and three directly outside the garage," Mark said, adding each unit would effectively retain two parking spaces (one garage and one driveway space).
The builder, who identified himself as Ryan, confirmed the development remains apartments and asked the commission to confirm the units’ intended use in follow up with staff. Commissioners asked staff to verify with the applicant that the units will remain rental apartments rather than a different use.
After a brief period for questions and no public comment, a motion to recommend approval carried on a voice vote.
The commission’s recommendation will be transmitted to the common council as the next step in the conditional‑use review process.
