The Delavan Plan Commission recommended approval of a site plan for a new indoor fireworks retail store on Geneva Street.
Jackie Mish described the proposal as a 10,000‑square‑foot building for indoor fireworks sales; city code requires fireworks sales occur in permanent buildings and the fire department reviewed and signed off on the design. Jackie said the applicant exceeded minimum landscaping and parking requirements and revised building elevations to incorporate earth tones and window canopies for compatibility with the corridor.
Jay Campbell, the applicant’s general contractor, told commissioners that the higher parking count (52 spaces) was driven by cross‑access covenants requiring 5 stalls per 1,000 square feet rather than the applicant’s preference. Commissioners asked about peak‑season parking pressures around July Fourth and staff suggested managing those peak conflicts as they arise rather than designing for a single high‑peak day.
A motion to recommend approval of the site plan carried on a voice vote. The recommendation will go to the common council for final approval when the applicant submits final details and a sign permit application.
