Residents renew criticism of Sheetz proposal, question city defense of CBA decision

During audience communication, a resident (speaker did not give a name on the record) criticized a Community Business Authority (CBA) decision that the speaker described as "in violation of the law" and lacking proper notice to residents, in connection with a proposed Sheetz at Eight Mile and Newburgh.

The speaker recounted that the Livonia City Council voted 5-2 in January 2025 to deny a rezoning request for that corner and questioned why the city was defending the CBA's grant of a use variance. "Why is the city defending the indefensible actions and the behaviors of the CBA? It's a travesty," the speaker said. The speaker also said residents had filed an appeal with Wayne County Circuit Court and criticized the CBA for failing to meet required criteria and for not demonstrating financial hardship by the property owner.

Council members did not take formal action on the appeal during the meeting. Multiple subsequent public commenters and council members referenced the master plan's future land-use designation for the corner and urged adherence to previous council positions. No new municipal action to change the council's earlier January 2025 vote was recorded at this meeting.

Because the accusation concerns an ongoing appeal and alleges procedural violations by an authority outside the council's direct vote record, the council did not substantively resolve the claim during this session.
