Board warned of 100% collection-system inspection requirement tied to wastewater permit renewal

Board members were told May 4 that the city's wastewater operational permit expires Dec. 1, 2026, and that renewal will include a Departmental inspection-reporting requirement covering the collection system. A staff speaker said the renewed permit will require the city to document inspection of 100% of its collection system (including lift stations, gravity mains, manholes and air relief valves) within a five‑year cycle and submit annual progress updates by June 30.

Roberto (staff) explained the compliance approach: the city can phase the inspections (for example, 20% per year) or inspect 100% in the fifth year, but annual reports must show progress. The requirement follows recent statutory changes cited by staff and was described as a statewide expectation for utilities tied to permit renewals. Board members noted this creates a multi-year workload and suggested CityWorks and consultants be used to map inspections and schedule resources.

Craig Barrett said CityWorks and the planned consultant work will help the city meet the inspection and documentation demands by providing schedules, inspection templates and condition fields that feed regulatory reports. Members emphasized the need to close 'unknown' data gaps (pipes or valves with unknown sizes or types) and recommended a coordinated plan for survey, CCTV and field verification so the city can meet permit obligations ahead of the December deadline.
