Staff presented a draft public-art policy to pilot a rotating wall for artwork, starting by inviting high-school students to display framed 2-D pieces this summer. The presenter said staff is working with the school and that the program would require framed work and a quarterly rotation schedule; staff also proposed requiring framing and a hanging method recommended by an artist advisor.
Council discussed the wall's location and visibility. Some members preferred the second-floor display area for security and preservation; others suggested exploring more visible locations near the main entrance. One council member raised First Amendment and content-review concerns and asked staff and legal counsel to include defensible, objective standards for reviewing pieces that could be considered offensive.
On the event-planning item, the council discussed naming and scope for a city celebration and suggested a proposed date (Sept. 12) and preliminary budget framework. A council member offered a tentative motion outline including a street closure, stage, food vendors and that the Rotary could manage beer sales, and suggested a not-to-exceed budget of $30,000. Staff agreed to circulate last year's event budget and return with a more detailed cost breakout and plan for logistics and staffing.
Next steps: staff will bring a formal public-art policy for consideration, including any required insurance waivers and content-guidance language, plus a detailed event budget and scope for council formal approval.
