Council urged to defer Pearl Ridge planning appropriation after federal environmental review concerns

Deputy Director Catherine Taschner of the Department of Housing and Land Management advised the committee that the Pearlridge site currently is part of an ongoing Department of Transportation Services federal-aid project for a mobility hub and that a separate city-funded planning appropriation could risk reopening the project’s federal environmental review.

Taschner told members she respectfully requested deferral of a planning appropriation because separate planning could create a separate scope that federal oversight agencies would scrutinize and could lead to reopening environmental clearance, potentially jeopardizing federal funding. Deputy Director Hong Lee (DTS) confirmed the site remains in active federal-aid procurement and said earlier environmental scoping was tailored to the mobility-hub project; Lee noted the department is open to coordination but warned acceptance of additional local funding could complicate the federal process.

Councilmembers pressed for options that would allow feasibility work without endangering federal funds; DTS said an updated environmental report is expected by the end of the year and recommended waiting for that outcome before moving forward with independent city planning.
