Opponents warned of the perception that security measures would make the chamber less accessible, and questioned whether piecemeal steps would be effective without a comprehensive plan. The final action does not allocate permanent personnel funding now; General Services will absorb initial staffing costs and report back during midyear budget review if funds are needed.
