Stockton Unified approves CORE contract to support SIPs literacy rollout

Stockton Unified trustees voted unanimously to contract with CORE to provide professional development and coaching as the district expands its SIPs literacy adoption.

Allison Silva, a curriculum specialist, told the board the district is using implementation science to move from pilot sites to systemwide practice. She outlined a multi-stage plan: exploration with seven grant sites, installation beginning November 2024, job-embedded coaching, grade-level training and coordination with special education and universal screeners (AMRA) and phonemic programs (Heggerty). CORE consultants have supported modeling, coaching, and classroom demonstrations to secure fidelity of instruction aligned to the science of reading.

Trustees asked about how job-embedded coaching and leader capacity-building would be sustained; Silva and department staff said the CORE contract is intended to build internal capacity so district coaches and principals can maintain fidelity over the long term. The vote authorizes the district to continue CORE-supported professional development into the implementation phase.

District staff said the work is expected to continue over multiple years and that close coordination with special education, LDO and site leadership is central to accelerating early-literacy outcomes.
